Legal Student – Public sector, Administrative law - Havel & Partners

Our team provides advice to contracting authorities, including in particular the preparation and organisation of procurement procedures, support during the procurement process and representation in negotiations with suppliers and controlling authorities, as well as in administrative proceedings before the Office of Public Procurement and in court proceedings. When representing suppliers, it mainly assesses draft contracts for public procurement and tender conditions and advises on the review of the contracting authority's actions. In the context of legal audits, he assesses concluded public procurement contracts and draws up opinions on various sub-issues and complex cases. Thanks to the involvement of our senior attorneys in expert groups and professional associations, we contribute to the improvement of the legal environment in the Czech Republic and the projection of practical experience. We are also actively involved in the legislative process, drafting laws or preparing and analysing internal regulations and internal methodologies.

What you can't do without

  • ongoing law school studies in the Czech Republic (suitable for students from 3rd year onwards)
  • orientation in the legal system appropriate to the level of study
  • communicative level of English when foreign clients contact us again
  • ability to think critically, argue and write legal opinions

Our public sector group specialises in an area that "never sleeps" and is resilient to market fluctuations (the state invests even in a crisis). Our work in this area involves much more than "just" public procurement and concessions and representation in proceedings before the Office of Public Procurement. We have unique expertise in administrative proceedings and administrative justice, subsidies and public support. We deal in detail with the application of the Information Act and the Act on the Register of Contracts, the Service Act and national European regulations of all kinds. In our team, you have the opportunity to participate in unique projects (in the field of construction and new technologies), but also to continuously contribute to the long-term sound application of the law in practice through your daily work. All this with people who are first-class and recognized experts in their field. You will encounter legal topics not only from the perspective typical of attorneys, but also from the perspective of those who bring interpretation back to the very meaning and purpose of legal rules. We keep a close eye on developments at the level of the European Union institutions and in other Member States, as well as the complex effects in practice. We pioneer innovative approaches to the application of the law and the use of foreign know-how, and we are keen to share this know-how naturally and regularly within the team, even with its youngest members.
